EEU Planned Outages Management System (P-OMS)
An enterprise-grade planned power outage management platform for Ethiopian Electric Utility (EEU), streamlining outage planning, approval workflows, regional coordination, operational monitoring, notifications, reporting, and analytics.
The problem
Planned power outages across Ethiopian Electric Utility were managed without a single centralized system, across many regions, substations and feeder lines. Outage plans, the approvals they needed, and the operational data they produced were not held in one place.
My role
Designed and developed the system end to end: the hierarchical data model linking regions to substations and feeder lines, the multi-stage approval workflow, the role-based and region-aware access control, and the reliability analytics and reporting layer.
The work
Designed and developed the EEU Planned Outages Management System (P-OMS), an enterprise web application built to modernize and centralize the management of planned electrical power outages across Ethiopian Electric Utility.
The platform provides a structured end-to-end workflow for creating, reviewing, validating, verifying, approving, and managing planned outages across regions, substations, and feeder lines. It enables operational teams to coordinate outage activities while maintaining controlled access to region-specific information.
P-OMS incorporates a hierarchical and interconnected operational data model covering regions, substations, and feeder lines, allowing outage plans to be accurately associated with the affected electrical infrastructure.
The system provides role-based functionality for Supervisors, Administrators, Users, and Superadmins, with granular authorization and region-aware data access. Different stages of the planned-outage lifecycle are controlled through dedicated workflows to improve accountability, operational coordination, and data integrity.
The platform includes comprehensive dashboards and analytics for monitoring planned outages, affected customers, outage durations, electrical load impacts, restoration information, and operational performance. Advanced reliability analysis supports industry-standard power reliability indicators including SAIFI, SAIDI, CAIFI, CAIDI, ASAI, and ASUI, alongside customer interruption, duration, energy-not-served, CEMI-N, and CELID analysis.
Additional capabilities include real-time operational monitoring, Redis-backed queue processing, SMS notifications and escalation workflows, PDF and Excel reporting, interactive data visualization, geospatial map views, announcements, internal messaging, and Progressive Web App functionality.
The application was engineered with a focus on enterprise scalability, security, performance, responsive user experience, large-scale data processing, and operational reliability, with the system designed for deployment within EEU's Windows Server infrastructure.
